The Board of Appeals created by Chapter 38[1] is hereby constituted the Board of Appeals with jurisdiction to hear and determine matters arising under MGL c. 40A, § 12 et seq., and under this article, unless otherwise provided for by this Code.

The members of the Board of Appeals shall serve without compensation, and it shall have no authority to incur indebtedness beyond the limits of any appropriation therefor previously made by the City Council.
The Board of Appeals shall keep in books provided for that purpose full and complete records and accounts of its receipts and expenditures from all sources and for all purposes, of plans, petitions and other matters referred to it. All such records and accounts shall at all times be open to the inspection of the City Council, the Mayor and the Auditor of Accounts.
The Board of Appeals shall annually on or before the first day of July make a complete report of its acts, plans and recommendations, of its receipts and expenditures, during the preceding municipal year, to the City Council, together with such other matters as are required by Chapter 41 of the General Laws, as amended.
