There is hereby established a Human Resources Department under the charge of a Director of Human Resources, to be appointed by the Mayor.
The Director of Human Resources shall have experience and skill in the fields of personnel administration, civil service, labor relations, management, finance and insurance.
The Human Resources Department shall perform the following functions:
A. 
Administer the civil service system.
B. 
Maintain job descriptions.
C. 
Develop a City personnel system.
D. 
Respond to departmental and individual requests for concerning personnel positions, pay and benefits.
E. 
Consolidate, establish and maintain all records of personnel for uniform recordkeeping and application, including sick leave and vacation.
F. 
Foster and develop programs for improving employee effectiveness, and give opinions regarding grievances and disputes.
G. 
Coordinate recruitment, selection and appointment of personnel.
H. 
Establish and maintain working relationships with union officials.
I. 
Advise on and administer separation procedures.
J. 
Advise on administration of disciplinary action procedures.
