The vote of the Municipal Council taken on the 17th day of November 1873 and accepting with all its terms and conditions a proposition and plan for the establishment and maintenance of the Haverhill Public Library submitted by the Honorable E. J. M. Hale on the 29th day of January 1873 is hereby reaffirmed.

The Mayor of the City shall be ex officio a member and Chairman of the Board of Trustees of the Haverhill Public Library.
The City Council shall annually appropriate money to pay the charges of the current expenses of the library, its buildings, grounds and appurtenances.[1]

The Board of Trustees of the library shall annually make a full and complete report to the City Council of its administration and the condition of the Haverhill Public Library, including a report of the Treasurer of the Board on the status and condition, administration and investment of the several trust funds under its charge.[1]
