The local Superintendent for the Suppression of Gypsy and Browntail Moths shall be subject to the general authority of the Mayor, except when such authority shall conflict with that of the State Forester. He shall have and exercise the powers and be subject to the duties and liabilities conferred and imposed upon such local superintendents by the provisions of Chapter 381 of the Acts of the year 1905 and of all amendments thereof and additions thereto and shall perform such other duties not in conflict with law or ordinance as may be assigned to him by the Mayor or by the Commissioner of Public Works, and he shall receive such compensation and be allowed such assistance as the City Council may direct and determine.
A. 
The Superintendent for the Suppression of Gypsy and Browntail Moths shall keep a record and account of:
(1) 
All his official acts and of all the moneys officially received and expended by him and the sources and purposes thereof.
(2) 
The names and wages of all persons and assistants employed by him or for his Department.
(3) 
All sales of poisons or other material for the destruction or suppression of insect pests furnished by him to owners of estates or others, together with the character, amount and cost thereof, the names and addresses of the persons so supplied and the date and object of the furnishing of such supplies.
(4) 
The date, amount and cost of all purchases of such poison or other materials for the destruction or suppression of insect pests from the State Forester.
B. 
The record and account shall at all times be open to the inspection of the City Council, the Mayor, the Auditor of Accounts and the Commissioner of Public Works.
The cost and expense of all poisons and other materials furnished by the local Moth Superintendent to the owners of private estates for the purpose of suppressing or exterminating insect pests and the cost, expense and charges of and for any work of moth suppression or extermination done by or under the local Moth Superintendent shall be certified by the local Moth Superintendent annually, on or before the first day of the month of May, to the Assessor of Taxes. Such certification shall include all such costs, expenses and charges incurred during the 12 months next preceding the first day of the month of May and shall specify in detail the amounts of such costs, expenses and charges, including the items and dates of such purchases made or work done and the names and addresses of each and every such purchaser and of such owner of private property on which such work has been done.[1]
