No person shall within or upon any building or premises, whether private
or public, commence any new electrical work or substantially alter or extend
any old work until written notice thereof shall have been given to and a written
permit therefor issued by the Inspector of Wires.

The fees for the permits required by the preceding section shall be as provided in Chapter
120, Building Construction.
All wires, wiring and apparatus shall be installed to conform to the rules and regulations set forth in the National Electrical Code referred to in §
141-1, and to all law and ordinances, copies of which shall be kept on file in the office of the City Clerk, and shall not be approved by the Inspector of Wires unless they so conform, but the Inspector of Wires, may, if he shall deem it necessary in the interest of public safety, make and enforce further reasonable requirements concerning the installation, operation, use or protection of such wires, wiring and apparatus.
The Inspector of Wires shall examine all buildings in course of erection,
construction, reconstruction or repair and shall have the right of entry thereto
at all reasonable times for the purpose of seeing that the provisions of law,
ordinance, orders and rules and regulations of any local light or power company
as approved by the City Council in relation to electric wires and electric
wiring are fully complied with as the building progresses.
Whenever any wire, appliance or apparatus used for the transmission
of an electric current for light, heat or power within or upon any building
or premises is found unsafe or dangerous or if the installation or condition
thereof is in violation of law or ordinance, the Inspector of Wires shall
notify the owner or any person having an interest therein to remove or repair
the same and may order the same disconnected or otherwise render the service
inoperative, and the service shall not be resumed except with his written
permission.
Upon the completion of the installation of any electric wires, wiring
or apparatus in any building for use in connection with light, heat or power,
or upon the completion of any material change or alteration in or addition
to the same, it shall be the duty of the person installing, owning or operating
such wires, wiring or apparatus to notify the Inspector of Wires, who, by
himself or by his deputy, shall inspect the same and, if approving it, shall
issue a certificate of satisfactory inspection which shall contain the date
of such inspection and an outline of its results, but no such certificate
shall be issued unless all wires, wiring or apparatus inspected shall be installed
in strict conformity with law and ordinance. No current shall be turned on
through or into any such wires, wiring or apparatus until such certificate
of satisfactory inspection shall have been issued.
No persons shall conceal or cause to be concealed within floors, walls
or ceilings any electric wires, wiring or apparatus except by the express
written permission of the Inspector of Wires, and the Inspector is hereby
authorized and directed to cause the removal of any flooring, lathing or plaster,
sheet metal or other material that may conceal any electric wire, wiring or
apparatus contrary to the provisions of this section.

The main service-disconnecting means in all service entrance installations
requiring current transformers for meter reading shall be installed ahead
of the current transformers at all times.

In buildings of three apartments and over there shall be a separate
house meter installed for the smoke-detector circuit which will ensure the
operation of the smoke detectors at all times. Any other circuits connected
to this meter shall not be on the same overcurrent device to which the smoke-detector
circuit is connected.
All lights installed in bathrooms or elsewhere within reach of sinks
shall have keyless sockets and be controlled by switches, which also shall
not be within reach of either bathtubs or sinks.
