A. 
A fee of $5 per player per tournament shall be charged to all teams that compete in tournaments on City-owned land in the City of Haverhill.

B. 
Revenue from said fee shall be dedicated to the Recreation and Parks Revolving Fund for purposes of maintaining recreational fields, facilities and programs in Haverhill.
C. 
This fee may be waived for Haverhill residents at the discretion of the Recreation Commission.
D. 
Any requesting organization or asscociation established pursuant to Internal Revenue Code Sec. 501(c)(3) shall be exempt from paying the above fee.

A fee of $4 per player per season shall be assessed to all youth sports associations in the City of Haverhill. Payment of said fee shall be required prior to the scheduling of field usage for each association's season. Failure to pay said fee shall preclude an association from undertaking athletic activities on City property.
