1963 City Code (Ch. 222, Art. VI, of the 1980 Code)]
The City Council shall have authority to designate
the location of all poles, posts, stands and other supports of electric
and other lights except as may be otherwise expressly provided by
law, ordinance, contract or agreement.
No person shall light or extinguish any light
or lamp established or maintained by or for the City except by order
or permission of the City Council.
