Every property owner of real estate within the corporate boundaries of the Town of Mount Airy abutting on a public street shall be required to construct, install and maintain at the expense of said property owner a sidewalk along the boundaries of said property and the public street or streets upon which it abuts.
This construction shall be to such specification as prescribed in development guidelines adopted by said Town.

In furtherance of the power contained in §§ C8-4 and C8-5 of the Charter of the Town of Mount Airy, the Mayor is authorized to give written notice to any property owner concerning any necessary installation, repair or maintenance of sidewalks. Said notice shall be mailed to the owners thereof as shown upon the assessment records for real property located within the Town of Mount Airy and shall also advise the owners of their right to appear for a hearing at the next meeting of the Town Council in the event that they desire to dispute the necessity or reasonableness of the work to be done. In the event that the owners do not request such a hearing or having been granted such a hearing and the Town Council having approved the issuance of the notice as given by the Mayor, the owner shall then comply with such notice within a reasonable time as shall be set by the Mayor. Upon failure of the owner to do such work within the time specified, then the Town may have such work performed, and the expense shall be a lien upon the property and collected in the same manner as Town taxes, all as specified in § C8-5 of the Charter of the Town of Mount Airy.

In any hearing conducted by the Town Council under the immediately preceding section, it shall be lawful for the Town Council, by a motion to approve the notice given by the Mayor, to disapprove and rescind said notice or to approve said notice with such modifications as may be determined by the Town Council.
