It shall not be lawful for any person, persons or body corporate to dig up any part of the streets or alleys of the Town of Mount Airy for the purpose of putting down or laying gas or water pipes, cellar or other drains, or for any other purpose in said Town, without first having a permit from the Mayor of said Town for that purpose, and shall be required within 10 days from the date of permit to restore the same to as good condition as it was before such digging was done.

Violation of this article shall be declared a municipal infraction.
