A Board of Health shall be appointed and constituted within the Borough, under and by virtue of Article
I of Chapter 3 of Title 26 of the Revised Statutes of New Jersey.
The Board of Health shall consist of seven members
to be appointed by the Mayor and confirmed by the Borough Council.
The terms of the five members heretofore appointed shall expire, respectively,
as follows: The term of one member shall expire on December 31, 1966,
the terms of two members shall expire on December 31, 1967, and the
terms of two members shall expire on December 31, 1968. The terms
of the additional two members shall expire, respectively, on December
31, 1966, and December 31, 1968. All appointments to the Board of
Health shall be for a term of three years commencing on the first
day of January. In the event a vacancy shall occur, it shall be filled
in the same manner in which the original appointment was made, limited,
however, to the unexpired part of the term of the member whose vacancy
is filled.
The members of the Board of Health shall receive
no compensation for their services as members of the Board of Health.
The Board of Health may adopt rules, regulations
or ordinances for its government and for the government of its officers
and employees not inconsistent with law or the state Sanitary Code.

The Board of Health shall organize in the month
of January of each year, at which time the Board of Health shall select
one of its members as President for that year and shall designate
a Secretary, who need not be a member of the Board of Health, an Attorney,
a Health Officer, a Registrar of Vital Statistics and such other subordinate
officers and agents as may be required by the statutes of the state,
or, in the opinion of the Board of Health, may be necessary for the
performance of its duties. All appointees of the Board of Health,
with the exception of the nurse, Health Officer and the Attorney,
shall be residents of the Borough of Cresskill. The Board of Health
shall fix the terms of such appointments and the compensation, if
any, of such appointees. The Board of Health shall, during the month
of February of each year, notify the Mayor and Council of its officers,
appointees and the salaries, if any, of such appointees, as such officers
and appointees shall have been selected at the organization meeting.
The Board of Health shall annually, before January
31 in each year, forward to the Council a proposed budget of the Board
of Health for the current calendar year. The Board of Health shall
also, prior to December 21 in each year, make report to the Council
of its financial transactions and accounts and advise the Council
as to what reserve, if any, of budget appropriation of the Board of
Health ought to be established by the Council.
