The office of Chief Financial Officer is hereby
created in and for the Borough of Cresskill, by and subject to the
provisions of this article and in accordance with Chapter 110 of Laws
of New Jersey 1988, inclusive.[1]

A.
The Chief Financial Officer shall be appointed by
the Mayor with the advice and consent of the Council. A majority vote
of the governing body shall be required for such appointment. Persons
attempting to be certified as a Municipal Finance Officer under the
old law must have met all requirements of the old law by February
22, 1989. If all requirements are met except the years of service,
five years of service as a finance officer will have to be met by
August 22, 1989, in order to be certified as a Municipal Finance Officer.
Starting January 1, 1991, no person shall be appointed or reappointed
as a Municipal Finance Officer unless he or she holds a Municipal
Finance Officer's certificate or unless, on or before the effective
date of this article, he or she has been granted tenure. A Municipal
Finance Officer's certificate(s) must be renewed every two years.
In order to renew the certificate, proof of at least 2.0 continuing
education units must have been earned.
B.
Tenure shall be granted after five consecutive years
of service as Chief Financial Officer.
The qualifications shall be:
A.
Twenty-one years of age.
B.
A citizen of the United States.
C.
Good moral character.
D.
Issued a certificate or diploma after at least four
years of study in an approved secondary school or received an academic
education considered and accepted by the Commissioner of Education
of the state as fully equivalent.
E.
Graduated from a four-year course at a college of
recognized standing, or full-time experience in a position as a Municipal
Director of Finance, Fiscal Officer, Municipal Comptroller, Assistant
Comptroller, Supervisor of Accounts Payable, Municipal Treasurer,
Assistant Municipal Treasurer or Deputy Treasurer in any local unit
on a year-for-year basis may be substituted.

Successfully completed or has been instructor of the
following courses:
The rate of compensation for the Chief Financial
Officer is hereby fixed and determined to be as set forth in the General
Salary Ordinance. There shall be a minimum and a maximum rate of compensation
or a range for the payment of compensation within such minimum and
maximum range as the Mayor and Council shall hereafter determine by
ordinance. Said compensation may be changed from time to time by the
General Salary Ordinance of the Borough of Cresskill.[1]

The Chief Financial Officer shall act as the
administrative financial officer of the Borough. His/her duties shall
include the development of rules and regulations for administrative
procedures governing operation of the Tax Department, all for promoting
the Borough's economic operation. All rules and regulations promulgated
by the Chief Financial Officer shall be subject to approval by a majority
vote of the Borough Council. The Chief Financial Officer shall perform
the duties hereinafter enumerated and such other duties as may be
assigned to him by the Mayor with the consent of the Borough Council:
A.
He/she shall collect all data and prepare a proposed
budget for consideration by the Mayor and Council, annually, on or
before December 15 of each year, after obtaining requests for appropriations
from all departments of the Borough and consulting with the department
heads. Said proposed budget shall be accompanied by the proper supplemental
detail in support of the proposed budget appropriation with a comparison
of the prior year's expenditure and an analysis of the proposed expenditures
with recommendations regarding the feasibility thereof. Upon adoption
of the budget, current accounts of the expenditures made shall be
kept on a monthly basis, based upon the supplemental detail of the
adopted budget.
B.
He/she shall recommend to the Mayor and Council the
payment of all bills and vouchers, subject to preaudit and control
as prescribed by law.
C.
He/she shall perform proper investing of all municipal
funds and maintain a general ledger.
D.
He/she shall perform such other duties as may be required
and prescribed from time to time by the Mayor and Council.
