Original appointments to vacancies occurring after this chapter becomes effective shall be based on merit, as determined by competitive examinations, where applicable, and/or oral interviews.
Vacancies in positions above the entrance level shall normally be filled by promotions with the recommendation of the department head and Administrator. Promotions shall be based on appropriate consideration of the applicant's qualifications, record of performance and seniority.
A. 
All positions to be filled, except temporary, whether part or full-time, shall be advertised in an officially designated newspaper and posted on the Borough Hall bulletin board.
B. 
Interviews for nonexempt positions shall be conducted by the appropriate department head and reviewed by the Borough Administrator for approval.
C. 
Interviews for exempt positions will be conducted by the Borough Administrator and appropriate Council liaison or committee and reviewed by the Mayor and Council for approval.
D. 
Procedures for police appointments are covered by Chapter 53, Article III, of the Borough Code.
Pending the availability of sufficient qualified applicants, vacancies may be filled by temporary appointment. Such appointments shall have a maximum duration of six months, at which time a determination will be made by the department head and Borough Administrator as to placing such applicants on permanent status.
