The Borough Administrator shall encourage the improvement of service by providing employees with opportunities for training, which need not be limited to training for specific jobs but may include training for advancement and for general fitness for public service.

A. 
For undergraduate college courses and other courses approved, in writing, in advance of taking the course by both the Department Head and the Council Liaison, the Borough will pay 1/2 of the tuition costs upon satisfactory completion of the course. "Satisfactory completion" means attaining a grade of C or above or a grade of Pass in a pass/fail subject. Maximum tuition reimbursement shall not exceed 1/2 of the average rate per credit charged by William Paterson College and Jersey City State College. In addition, tuition reimbursement for any department will be limited to the amount budgeted in the line item for such purposes, and no additional moneys will be transferred to that line item in that fiscal year without the consent of the Mayor and Council.
B. 
Courses required by the state or other governing body for the performance of a job will be paid in full after advance approval by the Department Head and the Council Liaison.
C. 
Postgraduate courses and correspondence courses will not be eligible for reimbursement except for library courses, which are by nature graduate courses.
