No person shall detain or fail to return any book, periodical, pamphlet,
artistic reproduction, phonograph recording, audiovisual material or any property
borrowed from the Free Public Library of the Borough of Cresskill or from
any Bergen County Cooperative Library System after 30 days have elapsed from
the date of mailing by certified mail, return receipt requested, of a notice
demanding the return thereof, addressed to said person at the last address
furnished to the library. Personal service of such notice upon said person
or upon a person over the age of 14 years who resides in the same household
as said person may be used in place of mailing such notice as aforesaid.
No person shall cut, tear, deface, disfigure, damage or destroy any
book, periodical, pamphlet, artistic reproduction, phonograph recording, audiovisual
material or other property or any part thereof which is borrowed from, owned
by or is in the custody of such library.
No person shall register or furnish a false name or address or use without
the owner's permission any card other than the one issued to said person for
the purpose of borrowing any book, periodical, pamphlet, phonograph recording,
audiovisual material or other property from the Free Public Library of the
Borough of Cresskill.
No person shall remove any book or property from the Free Public Library
of the Borough of Cresskill without having it charged to a validly issued
borrower's card or unless said person has written permission from the librarian.
A.
No person shall obstruct, annoy, molest, hinder, threaten,
insult or interfere with any library employee or person legally enjoying the
privileges of the Free Public Library of the Borough of Cresskill, nor shall
any person make any loud, disturbing or offensive noises or otherwise create
a nuisance in and upon the grounds and premises of the library.
B.
N.J.S.A. 9:6-8.21 prohibits parents from endangering
the welfare of children. N.J.S.A. 30:5B-1 through 5B-15 prohibits the library
from functioning as a child-care center unless licensed by the State of New
Jersey. Therefore, responsibility for the conduct of minors remains with the
parent/guardian, and minors below seven years of age must be accompanied by
a parent/guardian. All minors must leave the library promptly at closing time.
The above-mentioned statutes may be enforced if minors are left unattended.

Any person violating any of the provisions of this chapter shall, upon
conviction, pay a fine of not less than $10 per book, up to a
maximum fine of $100 per book. In no event shall any fine imposed for violating
any provision exceed $500.
