All definitions shall be the same as set forth in Chapter
A402, Cable Television Franchise, of the Code of the Township of Franklin.
There shall be created a Cable Television Advisory
Committee whose purpose shall be to:
A. Survey the needs of the community in relation to cable
telephone, FiOS, internet and any other related needs and desires
and make recommendation to the Township Council of survey results
in conjunction with these services provided by all companies licensed
to operate in the Township;

B. Participate in the franchise process in conjunction
with the Township Council;
C. Monitor progress of the cable provider and any other
franchise to ensure compliance with franchise requirements and state
regulations; and

D. Compile and forward complaints to the Office of Cable
Television as per N.J.S.A. 48:5A-1 or applicable office.

A. The Cable Television Advisory Committee shall consist
of:
(1) One Board of Education representative.
(2) One Township Library representative.
(3) One Township staff representative.
(4) Five general public members.
B. In addition to the above members, there shall be one
Council liaison member to be appointed by the Township Council for
a one-year term expiring December 31 of each year.

C. All members
listed above shall each have one equal vote on all policy decisions.

The Township Council shall appoint all members
of the Committee.

Membership of the Cable Television Advisory
Committee shall be appointed for two-year terms, with the initial
appointments to provide staggered expiration dates.
The Cable Television Advisory Committee shall
elect, out of its own number, a Chairperson and Secretary.
