The following rules and regulations, as specifically set forth herein, shall be applied to all on-street parking in the Oceanfront-Broadway Redevelopoment Area, as established below.

A.
Permits for residential on-street parking in Pier Village shall be available for purchase only by residents of Pier Village, on a first-come-first-served basis and shall be limited to one permit per unit. There shall be a total of 53 residential permit parking spaces in Pier Village. Residential on-street parking permits may be purchased by residents from the Long Branch Police Department and may purchase such permits for the following prices and durations:

$300 for a yearly permit.
B.
To the extent that this section conflicts with § 325-24.1, this section shall supercede the provisions of § 325.24.1, only with respect to residential parking and permitting in Pier Village. This section shall have no effect on any other established residential parking or permitting in any other areas of Long Branch.
During special events that will result in overflow parking needs, temporary, roped-off public parking may be provided on the lawns of the block bounded by Ocean Avenue North to the east, McKinley Street to the west, Whitman Terrace to the south and Greeley Terrace to the north. It is anticipated that the temporary lawn parking will provide for approximately 100 parking spaces. Members of the public shall be charged a flat fee of $8 per vehicle to park in this area when the area is opened for parking during special events.

A.
For all public on-street parking in Pier Village there shall be no parking in any public on-street parking spaces in Pier Village between the hours of 3:00 a.m. and 5:00 a.m.
Enforcement of time limits for public on-street parking within Beachfront North and Pier Village shall be carried out by Long Branch Department of Public Safety.
Penalties for violation of the parking rules and regulations set forth in this article shall be consistent with currently established penalties for similar parking violations pursuant to Long Branch ordinance.
This article shall take effect upon passage and publication as required by law, and shall remain in effect until such time as the City Council of the City of Long Branch shall adopt an ordinance for the establishment of metered on-street parking for the Oceanfront-Broadway Redevelopment Area, which is anticipated to be adopted and effective Memorial Day of 2006.
