Any excess, or used or worn out flagging, bricks,
stone, lumber, piping, machinery or other materials or supplies belonging
to the City, and not, in the opinion of the Board of Commissioners,
necessary or required for any useful purpose by this City, may be
sold and disposed of at any time by order of the Board of Commissioners.
Sales of any part or portion of such material
having in the opinion of the Board a value less than $1,000 may be
made at private sale, by the proper director, on order of the Board
of Commissioners; and if any such part or portion of such material
has a value in excess of $1,000 in the opinion of the Board, then
the same shall be sold at public vendue, or by means of sealed bids,
after advertisement in like manner as proposals for supplies are published.
