A.
A lot held in single and separate fee ownership, which was conforming at the time a new ordinance was adopted or amended, but thereafter became a nonconforming lot by having street frontage, area, or width at the building line less than required by the adoption or amendment of a new ordinance, shall be exempt from complying with the new minimum area ordinance.
B.
If an application for a building permit is made to construct a building or structure upon a nonconforming lot, no variance shall be required to authorize the issuance of the requested building permit so long as the proposed structure, by itself, does not violate any of the requirements of the regulations in effect at the time of the application.
