A.
Notwithstanding any other law to the contrary, the Board of Trustees may exercise the powers otherwise vested in the Planning Board, the Board of Appeals or the Architectural Review Board with respect to any property for which incentive zoning is, or heretofore has been, authorized by local law enacted pursuant to Village Law § 7-703.
B.
In exercising such authority, the Board of Trustees may not perform any act, make any determination, or authorize any use or development of property which is not authorized by law, or which could not have been authorized by the Board of Trustees, Planning Board, Board of Appeals or Architectural Review Board but for the provisions of this article.
