A. 
No person shall cause or permit the occurrence or continuation of any public nuisance nor engage in any conduct which would constitute a clear danger to the public health, safety or general welfare on any property in the Village of North Hills. For the purposes of this section, any such conduct shall be considered a "public nuisance."
B. 
Whenever it shall come to the attention of the Mayor that a public nuisance may exist in the Village, the Mayor shall cause a notice to be issued to the owner or occupant of the property on which such nuisance is alleged to exist or to any other person who is alleged to be conducting or permitting such nuisance, requiring such person to abate such nuisance within the time specified in such notice.
C. 
In addition to such notice to abate, the Mayor also may cause a notice to be issued to the owner or occupant of the property on which such nuisance is alleged to exist or to any other person who is alleged to be conducting or permitting such nuisance, requiring such person to show cause before the Mayor or Board of Trustees of the Village, at a time and place specified in such notice, why the Mayor or Board of Trustees should not require any such person to abate such nuisance or to pay the reasonable costs incurred by the Village in abating such nuisance.
D. 
At the time and place specified in notice pursuant to Subsection C hereof, any recipient of such notice may be heard by the Mayor or Board of Trustees before the Mayor or such Board shall determine whether or not to issue an order of abatement pursuant to this section. In the event that, after hearing such persons, the Mayor or Board of Trustees determines that a public nuisance exists and that one or more persons shall be required to abate the same, the Mayor or Board of Trustees may issue an order of abatement by resolution. Such order may specify a date and time by which such abatement shall be completed, may provide for alternative action by the Village to abate such nuisance and may provide for payment of expenses of such alternative action as provided in this section.
E. 
In the event that the nuisance is not abated by any person as provided in an order of abatement issued by the Mayor or Board of Trustees, the Village of North Hills shall be authorized to take such action as may reasonably be necessary to abate such nuisance, and the costs thereof shall be charged to the owner of the property where such nuisance exists as a special assessment in the same manner as provided for the assessment and collection of real property taxes.
Every owner, part owner, lessee, tenant and occupant of or person interested in any place, water, ground, room, building, erection, vessel, vehicle, matter or thing in the Village of North Hills shall keep, place and preserve the same and the sewerage, drainage and ventilation thereof in such condition and conduct the same in such manner that it shall not be a nuisance or be dangerous or prejudicial to life or health.

In addition to any nuisance prohibited or regulated by this Code, the following activities shall be prohibited:
A. 
Owning, keeping, maintaining or harboring any animal or bird which, for a long and continuous period in excess of five minutes, or an intermittent period in excess of 15 minutes, emits any sound which is audible over a residential property boundary.
B. 
Owning, keeping, maintaining or harboring any of the following animals:
(1) 
The following members of the class Reptilia: order Ophidia, such as but not limited to racers, boas, water snakes and pythons; and order Loricata, such as but not limited to alligators, caymans and crocodiles.
(2) 
The following members of the class Aves: order Falconiformes, such as but not limited to hawks, eagles and vultures which are not kept pursuant to federal or state permit; and subdivision Ratitae, such as but not limited to ostriches, rheas, cassowaries and emus.
(3) 
The following members of the class Mammalia: order Carnivora, expressly excepting the domestic dog (Canis familiaris) and the domestic cat (Felis catus), but including, but not limited to, the family Felidae, such as ocelots, margays, tigers, jaguars, leopards and cougars; the family Capidae, such as wolves, dingoes, coyotes and jackals; order Marsupialia, such as kangaroos and common opossums (Didelphis marsupialia); order Chiroptera (bats); order Edentata, such as sloths, anteaters and armadillos; order Proboscidea (elephants); order Primata, including but not limited to monkeys, chimpanzees and gorillas; order Ungulata, including but not limited to antelope, deer, bison and camels.
(4) 
Any species of animal which is venomous to human beings, whether its venom is transmitted by bite, sting, touch or other means.
(5) 
Any animal(s) customarily found on a farm, including but to limited to goats, pigs, horses, chickens, roosters, hens, geese, ducks, sheep, mules or donkeys, but not including the domestic dog or domestic cat.
