Upon receipt of a written request of the Board of Managers of The Gates at North Hills Condominium, dated January 21, 1983, and in accordance with Chapter 206, Article I and Article IV of the Code of the Village of North Hills, it is ordered that the following traffic and parking regulations shall apply in and on the private streets, roadways, driveways and parking areas of the premises known as "The Gates at North Hills Condominium."
A. 
Parking of any vehicle in a manner which obstructs ingress or egress to a driveway or common parking area is prohibited.
B. 
Parking in the locations designated on the map annexed hereto[1] as "no parking" locations is prohibited.

C. 
Parking in any roadway, other than on the right side of the road in the direction of traffic flow, is prohibited.
D. 
Parking in any location which impedes the passage or movement of fire, police, ambulance or other emergency vehicles is prohibited.
E. 
Parking in a roadway for a continuous period in excess of 48 hours or in a common parking area for a continuous period in excess of 120 hours is prohibited, except with the permission of the Board of Managers.
F. 
No vehicle bearing a commercial, taxi, trailer, bus, school bus, livery or camper registration, or used for any of such purposes, shall be parked on or in any road, driveway or parking area, except:

(1) 
Such vehicles may stand for a period up to 1/2 hour;
(2) 
Such vehicles or vans may park in the driveway of a residential unit during such periods of time as the operator thereof is engaged in performing repairs or maintenance at said unit; or
(3) 
With the permission of the Board of Managers.
G. 
No vehicle shall be parked in a roadway in any manner except parallel to the curb.
H. 
No vehicle shall be parked within 10 feet of any fire hydrant located on or adjacent to a roadway.
I. 
No vehicle bearing a commercial, taxi, trailer, bus, school bus, livery or camper registration, or used for any of such purposes, shall be parked in any driveway, in any parking area, or on Windsor Gate Drive between the hours of 10:00 p.m. and 7:00 a.m. the following day.

All traffic on any road or street shall flow only in a counterclockwise direction along said road, except as otherwise indicated in this section. No person shall operate or permit the operation of a vehicle on any street or road other than in such counterclockwise direction, except as follows:
A. 
When turning left into the driveway of 1, 3, 5 and 7 Windsor Gate Drive;
B. 
When entering into or backing out of a driveway;
C. 
When approaching 74, 76, 78 or 80 Windsor Gate Drive; or
D. 
When maintenance activities or obstructions prevent such counterclockwise movement.
No person shall repair any vehicle in a roadway or driveway or parking area except where necessary to permit the vehicle to move from such location under its own power.
No person shall operate or permit the operation of any vehicle at a speed in excess of 15 miles per hour.

The Board of Managers of The Gates at North Hills Condominium is hereby authorized to erect such signs as may be required for the control of traffic or parking as provided in this article, provided that such signs are of the same type and style, and are located in the same manner, as would be required for such signs if erected by the Village of North Hills. In the event the Board of Managers does not erect, install or maintain such signs as are required for the enforcement of this article, the Village of North Hills may do so at the expense of the said Board of Managers.

Any person who violates any provision of a regulation adopted pursuant to this article shall be guilty of a violation and subject to a fine not to exceed $50 for each such violation.
