The Town Board adopts the following procedures as guidelines for the appointment or reappointment of residents to duly constituted committees, boards, commissions and citizen advisory councils created and appointed by the Town Board and to fill vacancies on such committees, boards, commissions or councils when they occur:
A. 
From time to time, as the Town Board deems necessary, it shall give notice to the Putnam County News and Recorder and/or other public news media advising that the Town Board is accepting applications for future service on the various volunteer committees, boards, commissions and citizen advisory councils. Such notice shall request that applicants indicate an area of interest or indicate their desire to serve on a specific entity. Such notice shall also be posted on the Town Clerk's bulletin board.
B. 
Notice of all specific vacancies shall be given to the Putnam County News and Recorder and/or other public news media at least two weeks prior to making any appointment to fill the same, advising the positions available and soliciting nominations, letters, resumes or other indications of interest from Philipstown residents. Such notice shall also be posted on the Town Clerk's bulletin board.
C. 
Recommendations for vacancies may be made by Town Board members or by Philipstown residents nominating another individual or themselves. This shall not preclude expressions of interest arising from other means, such as personal referrals or referrals from members of the various committees, boards, commissions or advisory councils.
D. 
The appropriate committee, board, commission or council shall be given notice by the Town Board of potential candidates for vacancies, including those candidates recommended by the Town Board, and shall have the opportunity to interview and make recommendations to the Town Board prior to a vote on the nomination by the Town Board.
This Article shall not affect any current appointments and shall be made effective only for prospective vacancies occurring after the adoption of this Article.
The Town Board hereby reaffirms its intention to conduct all interviews and to require the appropriate committees, commissions, boards and advisory councils to conduct interviews at meetings open to the public. It is expressly understood that these interview meetings are not to be executive session meetings.
The foregoing procedures are intended to be voluntary guidelines to be followed by the town, but the failure to adhere to or follow the same shall not invalidate or affect any appointment or any action taken by any committee, board, commission, council or body.
