The following words and phrases shall have the following meanings:
ALUMINUM
All aluminum beverage containers.
BATTERIES
Dry cell batteries such as, but not limited to, radio, toy, watch and/or calculator batteries.
CORRUGATED CARDBOARD
Paper cartons, sheets, spacer material or any other container consisting of two layers of brown paper separated by an inner rippled core.
GLASS
All glass bottles and jars of any color, thoroughly rinsed with caps and closures removed.
NEWSPAPERS
All paper of the type commonly referred to as newsprint and distributed at stated intervals, usually daily or weekly, having printed thereon news and opinions, containing advertisements and other matters of public interest. The term "newspapers" shall also include inserts that come with the newspapers, such as comics, colored store or grocery advertisements, TV and magazine sections and glossy coupons.
MIXED PAPER
All magazines, glossy inserts, computer paper, colored paper, catalogs, store fliers with mailing labels, hardcover books with hard covers removed, junk mail, writing or school paper, envelopes, paperback books and copy paper.
PLASTIC
Plastic bottles or jugs bearing a "No. 1" through "No. 7" in a recycling triangle, thoroughly rinsed with caps, lids or closures removed.
RECYCLABLES
The following mandatory items to be separate from waste from all residential properties: aluminum cans; asphalt; concrete; consumer batteries; corrugated cardboard; electronics; glass containers; leaves; mixed paper; motor oil; newspaper; plastic containers (No. 1 through No. 7 plastic bottles); steel and bimetal cans; telephone books; and wood waste.
RESIDENTIAL PROPERTY
All single-family and multiple-family dwellings or structures in the Township of Franklin, including but not limited to garden and high-rise apartments, townhouses, condominiums and apartments.
STEEL AND BIMETAL CANS
Tin-plated and bimetal food and beverage cans.
There is hereby established a program for the mandatory separation of paper products, including but not limited to newspapers; glass; and aluminum within the Township of Franklin.

The occupant or owner of any residential dwelling or structure within the Township of Franklin shall place for disposal, removal or collection the following named items in conformity with the following regulations:
A. 
Newspapers shall be bundled with twine and shall not exceed 12 inches in height and shall be placed on top of occupant's/owner's recycling bucket. Junk mail, magazines, catalogs, phone books and paperbacks shall be placed in brown paper bags and placed alongside of the recycling bucket.
B. 
Glass bottles, jars, plastic bottles from soda, soft drinks, milk, laundry detergent and water and aluminum, steel and bimetal cans shall be contained in the occupant's/owner's recycling bucket.
C. 
Leaves shall be contained in thirty-gallon-capacity completely biodegradable and recyclable two-ply wet strength paper bag purchased elsewhere.
D. 
Corrugated cardboard must be broken down into twenty-four-inch square pieces, stacked and bundled with twine. No shirt cardboard or cereal boxes.
E. 
Household batteries are collected along with recyclables in an effort to properly dispose of these potential waste-stream contaminants. Small dry-cell batteries (such as those from radios, toys, clocks and calculators) must be sealed in plastic zip-top bags and placed inside the occupant's/owner's recycling bucket.

A. 
The collection, removal and disposal of newspapers, batteries, cardboard, glass, metal shall be supervised by the Township of Franklin in accordance with an agreement with Somerset County or its designated agent, who shall establish the time, method and routes of service. Recycling buckets required herein and newspapers shall be placed prior to collection between the curb and sidewalk where they shall be readily accessible to the collector. Recycling buckets and newspapers shall be placed outside after 6:00 p.m. on the day immediately preceding the day of collection but not later than 7:00 a.m. on the day of collection.
B. 
All leaves shall be placed in the thirty-gallon biodegradable recycling bags. During the months of October, November and December, the bags shall be placed by the occupant or owner of any residential dwelling or structure at the curbside on days designated and specified by the Department of Public Works. At all other times during the year other than the months of October, November and December, the owner or occupant of a residential dwelling or structure shall deliver the leaves in the thirty-gallon biodegradable recycling bags to the Public Works Center at a location to be designated by the Director of Public Works. Leaf bags shall not be filled to weigh more than 25 pounds each.
