Cross-connections between the public water supply and other systems or equipment containing water or other substances of unknown or questionable quality are prohibited, except when and where, as approved by the Director, suitable protective devices, such as an approved physical connection installation as specified in New Jersey Safe Drinking Water Act regulations, are installed, tested and maintained to ensure proper operation on a continuing basis.
The Director may authorize installation of approved, double-check valve assemblies with test cocks as protective devices against backflow that present no significant health hazard in the judgment of the Director. The Director shall require installation of approved reduced-pressure-zone backflow preventer assemblies with test cocks as protective devices against backflow that presents a significant health hazard in the judgment of the Director.
No backflow preventer shall be put in use without the prior approval of the State Department of Health.

Backflow preventers shall be subject to testing for tightness under prevailing pressure conditions at least every three months by the Plumbing Subcode Official, the Health Officer and the Water Superintendent. An internal inspection shall be done within six months prior to the application for permit renewal. After reassembly, a test for tightness to assure the integrity of the device shall be conducted.
Potable water connections to boilers shall be made through an air gap or provided with an approved backflow preventer.
