A. 
Adoption of personnel manual. The Township Council of the Township of Robbinsville as the governing body of the municipality hereby adopts a personnel manual, containing rules, regulations, policy and guidelines affecting the performance, duties, responsibilities and obligations of Township employees. The personnel manual, a copy of which is attached hereto, shall be known as the "Robbinsville Township Personnel Manual," and is incorporated herein by reference and made a part hereof as though more fully set forth herein at length. A copy of the same shall be on file with the Township Clerk for public inspection during regular business hours.
B. 
Amendments. The governing body hereby directs that the Robbinsville Township Personnel Manual may be amended by the governing body by resolution without the need for formal ordinance procedures.
C. 
Controlling law.
(1) 
The provisions contained in the Robbinsville Township Personnel Manual shall supersede any and all conflicting provisions contained in Chapter 43 as allowed by law.
(2) 
In the event that the Robbinsville Township Personnel Manual adopted herein conflicts with any federal or state law, rule or regulation, then the federal or state law, rule or regulation shall supersede local policy to the extent of any such inconsistencies.
D. 
Implementation. A copy of the Robbinsville Township Personnel Manual shall be disseminated to all current and new employees following final passage of this chapter.
