The Road Foreman of the Township, when in receipt
of notice that a snow alert has been issued for Montgomery County
or in such other cases when in his judgment there is a threat of snow
in such amount or nature as to constitute a substantial disruption
to the use of the streets and highways within the boundaries of the
Township, is authorized to declare a snow alert in the Township. Such
declaration shall be made publicly by him and shall be publicized
as much as practicable in the local newspaper and radio and by any
other reasonably practical method.
As used in this article, the following terms
shall have the meanings indicated:
Any car, truck, tractor, trailer, bulldozer, motorcycle or
other wheeled equipment having two or more wheels.
A.
During the time of a snow alert so declared as set forth in § 421-6 and until the same has been publicly declared over by the Road Foreman of the Township, no person shall park a vehicle, allow a vehicle that can reasonably be removed to remain parked, or in any other way place an obstruction or obstacle (including, but not limited to, garbage receptacles and trash bags) upon any street or highway within the boundaries of the Township.
B.
No provision of this article shall be construed to
permit parking on any street or at any location along said street
where such parking is prohibited by the provisions of the Vehicle
Code of Pennsylvania[1] or by any other ordinance of the Township now in effect
or hereafter enacted.

The Road Foreman is hereby authorized and directed
to procure signs and to post the same throughout the Township at appropriate
intervals along each street, giving public notice of parking restrictions
during snow alerts. Such signs shall be of a permanent nature; however,
signs made of cardboard or like material may also be used to restrict
parking or obstruction on a temporary basis along any of the streets
or highways within the Township where the Road Foreman in his judgment
deems that only temporary restrictions during a snow alert are necessary.
A.
Any person, firm or corporation violating any of the
provisions of this article is guilty of a summary offense and shall,
upon conviction, be sentenced to pay a fine of $150.
B.
In addition to any other provisions or penalties provided
by this article for violations hereof, should any vehicles be parked
or remain parked in violation of the provisions hereof the Road Foreman
is authorized to cause such car to be removed from the street to a
garage or other place of safety in the Township or to the vehicle
owner's property. Except in the case of removal of a vehicle to the
vehicle owner's property, immediate written notice of the removal
of the offending vehicle shall be given by the Road Foreman to the
owner of the vehicle as indicated by the license plate registration.
The owner shall reimburse the Township for the costs of such removal
and storage as shall be determined by the Road Foreman, and it shall
be a violation of this article to fail to pay such bill, and the vehicle
shall be retained by the Township until the bill and all fines are
paid in full.
