The water distribution system of any building or structure or part thereof in which plumbing fixtures are installed or replaced during any addition after the effective date of this article shall be connected to a public water system, if available. Whenever a public water supply is not available, an individual water supply system may be provided and a certificate of exemption may be requisite from the public water system.
An existing building or premises in which plumbing fixtures are to be altered, renovated or replaced hereafter shall be connected to a public water supply system, if available. However, where the Authority shall find that full performance of bringing such improvement into compliance with the requirements of this article will result in exceptional or undue hardship by reason of excessive structural or mechanical difficulty or impracticability, a deviation or exemption certificate may be granted by the Authority only where and to the extent necessary to relieve such exceptional or undue hardship and only where and to the extent such deviation or exemption can be granted without impairing the intent and purpose of the Code of the Township of Upper Hanover.
A deviation or exemption certificate shall be issued by the Authority upon application for cause shown and in accordance with the guidelines set forth in this article. A record, open to inspection by the public, shall be maintained by the Authority of each and every deviation or exemption allowed under the terms of this article.
A public water supply system shall be deemed available to the premises if such premises are within 50 feet, measured along a street, alley or easement, of the public water supply system and a connection conforming with the standards set forth in the rules and regulations of the Authority may be made thereto.
Except as otherwise provided in this article, each improved property shall be connected separately and independently with a water distribution system through a building. Grouping of more than one improved property on any one building water distribution system shall not be permitted except under special circumstances and for good sanitary reasons or other good cause shown, but then only after special permission of the Authority, in writing, shall have been secured.
Any duly authorized representative of the Authority bearing the proper credentials and identification is hereby empowered to enter at all reasonable times all buildings and premises for the purposes of inspection, observation, measurement, testing or otherwise ascertaining whether the provisions of this article are being violated.
A. 
Any person who shall violate this chapter shall be liable, upon summary conviction for the first offense, and upon summary conviction for each subsequent offense, to a fine of not more than $1,000, together with costs of prosecution in each case. Each day that a violation shall continue shall be deemed and shall be taken to be a separate offense and shall be punishable as such.[1]

B. 
Fines and costs imposed under the provisions of this chapter shall be enforced and recoverable in the manner at the time provided by applicable law.
