Except for the purposes of inquiry, the Council
and its members shall deal with the administrative service solely
through the Town Manager, and neither the Council nor any member thereof
shall give orders to any subordinate of the Town Manager, either publicly
or privately.
Neither the Town Council nor any of its committees
or members shall dictate the appointment of any person to office or
employment by the Town Manager nor in any manner interfere with the
Town Manager or prevent him/her from exercising his/her own judgment
in the appointment of officers and employees in the administrative
service.
All legal documents requiring the assent of
the Town shall be approved by the Town Council, attested to thereon
by the Town Clerk, approved thereon as to substance by the Town Manager
and approved thereon as to form by the Town Attorney, unless otherwise
provided by state law, the Town Charter or a Town ordinance.
All proposed ordinances and ordinance amendments,
regarding the regulations of land use or if to be sent to voter referendum
regardless of subject matter, shall be formally reviewed by legal
counsel prior to final approval, whether enacted by direct council
action or voter referendum or as required by Charter.
A.
The Town Manager or his/her designee shall be responsible
for the coordination of communications between the Town Council, the
various departments and the various Town boards and commissions.
B.
The Town Manager or his/her designee shall see that
all communications, inquiries, applications and requests are forwarded
to the appropriate boards, commissions or departments and shall further
see that all communications, notices, statements of policy and decisions
are maintained on file in the office of the Town Clerk.
C.
If any member of an appointed board or appointed commission,
without good cause such as sickness or excused absence, fails to attend
any three consecutive regular meetings of the board or commission
to which he/she has been appointed or fails to attend any six regular
meetings of said board within a twelve-month period, the Council Chair
may declare said member's seat to be vacant, and such vacant seat
shall be filled according to the provisions of this section.
D.
Starting with the 2008-2009 fiscal year, compensation
of Town Council members shall be $1,500 per year, to be paid in four
quarterly payments.

The rules of procedure as have been previously
adopted by the Standish Town Council and as may be amended from time
to time by the Standish Town Council shall be incorporated into this
Administrative Code by reference as this section.
