No juveniles under 17 years of age shall be
or remain upon any street, in any store, shop, place of amusement
or in any other public place, in the Town of Standish, after 11:00
p.m. unless accompanied by a parent, guardian or other persons having
legal custody of such minor, or unless the employment of such minor
makes it necessary to be upon such street or in such store, shop or
place of amusement or public place after such hour.
A.
It shall be unlawful for any person to loiter in any
public place or in or about any building or dwelling adjacent thereto
in such a manner as to:
(1)
Obstruct any public street or public place or way,
by hindering or impeding the uninterrupted passage of pedestrians
or vehicles.
(2)
Commit in or upon any public street or public place
any act which is an obstruction or interference to the free and uninterrupted
use of any property or any business being lawfully conducted by anyone
in any public place or which prevents the free and uninterrupted ingress
and egress therein.
(3)
Create or cause to be created any disturbance or annoyance
to the discomfort or alarm of any person lawfully in or going to or
from any building, dwelling or public place.
B.
When any person or persons causes or commits any of the conditions enumerated in Subsection A herein, any law enforcement officer shall order the person or persons to stop causing or committing such condition and may, if he deems necessary for the preservation of public peace and safety, order that person or persons to move on or disperse; any person who fails or refuses to obey any such order shall be guilty of a violation of this section.

C.
LOITERING
PUBLIC PLACE
For purposes of this section, the following terms
shall have the meanings indicated:
Remaining in essentially one location either alone and/or
in consort with others, and shall include the colloquial expression
"hanging around."
Any place to which the general public has access and a right
to resort for business, entertainment or other lawful purposes, and
shall include the front of the immediate area of any store, shop,
restaurant, tavern or other place of business and also public grounds,
areas or parks.
D.
Violation: duty of officer and penalty. It shall be
the duty of any police officer, constable or watchman of the town
to order any person violating the foregoing provision of this section
to move on and, if the person does not obey, to remove him or arrest
and cause him to be brought before the District Court. There a complaint
shall be made against him for the violation of this section. Any person
violating any of the preceding sections shall be subject to a fine
of not more than $100 plus costs.

No person shall in, on or adjacent to any of said streets, ways, parking area or public places make, continue or cause to be made or continued any loud, unnecessary or unusual noise or noises. The sounding of any horn or signaling device, except as a danger warning; the playing of any radio, musical instrument, phonograph or any other machine or device for the producing or reproducing of sound, the use of any loudspeaker or amplifier for the purpose of commercial advertising or attraction of the public to a specific building, location or business; and yelling, shouting, hooting, whistling or singing shall be considered to be loud, disturbing and unnecessary noises if they exceed the sound level established in Chapter 206, Noise, and a violation of this article, but such enumeration shall not be deemed exclusive.
Any violation of this article shall be punishable
by a fine not to exceed $100 to be recovered for the use of the Town
of Standish, Maine.
