There is hereby adopted by the Township of Saddle Brook, in the County of Bergen, for the purpose of establishing rules and regulations for the construction, alteration, addition, repair, removal, demolition, use, location, occupancy and maintenance of all buildings and structures and their service equipment, including permits, licenses and penalties, that certain Building Code titled the "Standard Building Code of New Jersey," being particularly Parts A, B, C, D and F of the said code adopted by the State Department of Conservation and Economic Development on the 23rd day of December 1953 and on the 16th day of November 1956; the manual accompanying and part of said code, "Rules for the Construction of One and Two-Family Dwellings," adopted June 18, 1958, which said rules, although published separately, constitute a part of said code and manual and are cited and known as Section MB 802-O-U; except such provisions as are hereinafter deleted, modified or amended.
A copy of said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, is annexed hereto and in its entirety made and construed to be a part hereof as fully as though it had been set forth at length herein.
Three copies of the said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, have been placed on file in the office of the Clerk of the Township of Saddle Brook upon the introduction of this article and will remain on file in such office for use and examination by the public.
Upon final adoption and approval hereof, three copies of said Standard Building Code of New Jersey, including all parts thereof mentioned in § 70-1 above, shall be placed on file and remain on file in the office of the Building Inspector of the Township of Saddle Brook for use and examination by the public so long as this article shall continue in effect, and three copies as aforementioned shall be placed on file and remain on file in the office of the Municipal Clerk of the Township of Saddle Brook for use and examination by the public so long as this article shall continue in effect.
Nothing in this article or in the code hereby adopted shall be construed to affect any suit or proceeding now pending in any court, or any rights acquired or liability incurred, nor any cause or causes of action accrued or existing, under any act or ordinance repealed hereby. Nor shall any right or remedy of any character be lost, impaired or affected by this article.
The said Standard Building Code of New Jersey is hereby amended, deleted and changed in the following manner:
A. 
SEC. B-101.0 BUILDING DEPARTMENT. The person in charge of the Building Department referred to in this section shall be known as the Building Inspector or Inspector of Buildings.
B. 
SEC. B-103.0, SEC. B-104.0 and SEC. B-105.1 are hereby deleted.

In connection with the provisions of this article and the code hereby established and adopted as a part hereof, the following indemnity bonds shall be posted in respect to each specific section hereinafter cited:

SEC. B119-5a SIGN: $100.
B. 
SEC. B119-5b WRECKING: $1,000.
C. 
SEC. B-119.5c MOVING: $1,000.

The Standard Building Code of the State of New Jersey, adopted as the Building Code of the Township of Saddle Brook by the governing body in the year 1964, is hereby amended with respect to Part B, SEC. B-710.7, entitled "WATER TANKS," by adding the following paragraphs to the section relating to water tanks:
A. 
SEC. B-710.7e All structures which exceed eight stories or 100 feet in height above grade shall have dual booster pumps for domestic water service and a fire booster pump for the standpipe fire system.
B. 
SEC. B-710.7f The domestic pumps shall be controlled so that in case of failure of one pump the second pump can provide the required pressure and flow.
C. 
SEC. B-710.7g The fire booster pump shall be connected to the emergency generating equipment so that the pump will operate in case of electrical failure.
D. 
SEC. B-710.7h There shall also be installed a tank or tanks for domestic water storage of sufficient capacity to provide sufficient water for a sixteen-hour period. Said storage tanks shall be refilled during the hours of 11:00 p.m. to 6:00 a.m. to eliminate any direct withdrawal from the water main during the normal working day.

There shall also be added to the Standard Building Code a new and separate section entitled "SECURITY GUARDS," which shall read as follows:
A. 
SECURITY GUARDS. The developer, subdivider or owner of all structures which exceed eight stories or 100 feet in height above grade shall be required to provide for an internal security guard and a parking lot security guard during the hours that the building is being used for business purposes.
Any person or persons, firm or corporation violating any of the provisions of this article or of the Standard Building Code of New Jersey made a part hereof shall, upon conviction thereof, pay such penalty or penalties as set forth in the code, SEC. A-107.3 and SEC. A-107.4.
All penalties collected under any provision of this article or of the code hereby established shall be paid to the Treasurer of the Township of Saddle Brook.
It is hereby stated that whenever there is a space provided in the Standard Building Code of New Jersey for the insertion of the name of the municipality, it shall be understood that the name of the Township of Saddle Brook, or as the case may require, is inserted therein as though printed in the original.
From and after the effective date of this article and Building Code hereby adopted, the same may be known and cited as the "Building Code of the Township of Saddle Brook."
