It is the intent and purpose of this chapter to exercise the authority delegated to municipalities by the Municipal Land Use Law (P.L. 1975, c. 291),[1] to regulate development for the purposes of:
A. 
Guiding the appropriate use or development of all lands in a manner that will promote the public health, safety, morals and general welfare.
B. 
Securing safety from fire, flood, panic and other natural and man-made disasters.
C. 
Providing adequate light, air and open space.
D. 
Promoting the establishment of appropriate population densities and concentrations that will contribute to the well-being of persons, neighborhoods, communities and regions and the preservation of the environment.
E. 
Dividing the Township of Saddle Brook into zones or districts, restricting and regulating therein the location, erection, construction, reconstruction, alteration and use of buildings, structures and land for trade, industry, residence and other specified uses.
F. 
Regulating the intensity of the use of lot areas, and regulating and determining the area of open spaces surrounding such buildings.
G. 
Establishing building lines and the location of buildings designed for specified industrial, business, residential and other uses within such areas.
H. 
Fixing standards to which buildings or structures shall conform therein.
I. 
Prohibiting uses, buildings or structures incompatible with the character of such districts, respectively.
J. 
Preventing additions to and alterations or remodeling of existing buildings or structures in such a way as to avoid the restrictions and limitations lawfully imposed hereunder.
K. 
Limiting congestion in the public streets by providing for the off-street parking and loading and unloading of vehicles.
L. 
Providing for the gradual elimination of nonconforming uses of land, buildings and structures.
M. 
Prescribing penalties for the violation of the chapter.
N. 
Lessening congestion in the streets.
O. 
Preventing the overcrowding of land.
P. 
Conserving the value of land and buildings throughout the Township.
