GENERAL REFERENCES

Licensing — See Ch. 122.
Every contractor involved in a specialty field not classified as a general contractor shall be subject to the requirements and regulations of this chapter.
Licenses may be issued to applicants who can:
A. 
Satisfy the issuing agent by demonstration of competence, by submission of two references from other official licensing authorities or by virtue of having practiced their trade for a length of time sufficient to satisfy the issuing agent of competence in the trade.
B. 
Produce official evidence of having satisfactorily completed a course of instruction in their respective trade or have completed or are within reasonable proximity of completing an apprenticeship in their trade.
A. 
The Construction Official and/or Housing Inspector shall be the issuing agent for such licenses.
B. 
Licenses shall be numbered serially. The serial number and date of issue of the license shall be written by a contractor on all building permits for which a contractor may apply.
A. 
Licenses shall be issued on a temporary basis for all applicants. Should the issuing agent receive three complaints of unsatisfactory work from persons with whom the contractor has been employed to do business, the license shall be revoked, after investigation by the issuing agent and hearing, if requested, for the remainder of the year or until the unsatisfactory work is corrected to the satisfaction of the issuing agent. If the contractor is incompetent, the licensee shall demonstrate to the issuing agent that (s)he has achieved a level of competence that would enable him/her to perform satisfactory work and justify relicensing.
B. 
The issuing agent shall have the right to refuse or cancel the license of any contractor who consistently engages in unsatisfactory work, who attempts to defraud or not fulfill obligations of contracts or who does not remedy unsatisfactory work, whether by mistakes or unwitting errors made by himself/herself or those in his/her employ.
A. 
The expiration date shall be one year from date of issue of the license.
B. 
Licenses shall be renewed no later than the day before expiration, upon payment of the fee and meeting the requirement of having satisfactorily conducted his/her business during the license year in compliance with these provisions.
The fee for such contractors shall be as set forth in Chapter 91, Fees.
