A Department of Parks and Recreation is hereby continued as a part of
the municipal government of the town.
The office of the head of the Department of Parks and Recreation shall
be designated "Director of Parks and Recreation," and his deputies shall be
designated "Deputy Director of Parks and Recreation."
The Director of Parks and Recreation shall be appointed by the Town
Board and shall be removable at the pleasure of the Town Board. All other
employees of said Department of Parks and Recreation shall be appointed by
the Town Board and shall be removable at the pleasure of the Town Board.
The head of said Department of Parks and Recreation and all deputies
shall hold office for the term of two years after their appointment and until
their successors shall have qualified; provided, however, that said head of
the Department of Parks and Recreation and his deputies shall be removable
at the pleasure of the Town Board.
A.
Head of Department. The powers and duties of the Director
of Parks and Recreation shall be as follows:
(1)
The complete and exclusive control, improvement and maintenance
of all parks, playgrounds, recreational centers and recreational facilities
now owned or leased by the Town of Pittsford or properties to be acquired
or leased by it in the future together with the power to improve or make additions
to same.
(2)
The power to adopt and continue rules of procedure for
all business conducted by it and such rules and regulations for the operation
and conduct of recreational facilities and carrying out of recreational programs
as it may deem necessary and which shall be fit and proper for the recreation
and welfare of the residents of the Town of Pittsford.
(3)
The power to equip, maintain and operate such playgrounds,
community recreational centers, public playfields, open spaces and areas and
swimming pools and other recreational facilities as may be authorized by law.
(4)
Except as may be reserved hereinafter, the power to make
such purchases of materials, supplies and equipment as may be necessary to
fulfill the purposes and programs of the Department, provided that all such
expenditures are within the limits of the annual budget of the Department
and within the limitations of the annual appropriations made for such purposes
and subject to the authorization and audit of the Town Board of the Town of
Pittsford.
(5)
The duty of acting as consultant and reporting to the
Town Board.
(6)
Such other and further powers and duties as the Town
Board shall now or in the future determine.

and duties of the Deputy Directors of Parks and Recreation shall be as follows:
