There shall be a Conservation Advisory Council (CAC) pursuant to New
York State General Municipal Law § 239-x, consisting of nine members,
appointed by the Board of Trustees for a term not to exceed two years. The
Board of Trustees shall appoint a Chair annually from amongst the members
so designated.
The meetings and procedures of the Conservation Advisory Council shall
be governed by the provisions of the General Municipal Law § 239-x,
as amended from time to time. The CAC shall have power to adopt, repeal and
amend the rules and regulations governing its procedures and transactions
of its business not inconsistent with the General Municipal Law of this Code.
The Conservation Advisory Council shall advise the village on the development,
management and protection of its natural resources and direct itself toward
accomplishing the following:
A.
Conduct research in the land area of the Village of Scarsdale.
B.
Seek to coordinate the activities of other unofficial
bodies organized for similar purposes and to cooperate with other official
municipal bodies active in the area of community planning for the Village
of Scarsdale.
C.
Advertise, prepare, print and distribute documents which
in its judgment it deems necessary for its work, subject to budgetary limitations.
D.
Keep an inventory and map as defined in the New York
State General Municipal Law § 239-y of all open areas within the
village to obtain information pertinent to the proper utilization of such
open lands.
E.
Keep an inventory and map of all open marshlands, swamps
and all other wetlands in a like manner and may recommend a program for ecologically
suitable utilization of all such areas.
F.
Maintain records of its meetings and any actions it takes
and shall file an annual report with the Village Board on or before the thirty-first
day of December of each and every year.
G.
Carry out any other duties, tasks or responsibilities
consistent with the objectives of this chapter, assigned to it by resolution
of the Village Board.
