No person shall knowingly or willfully harbor any vicious animal in the village.
No person shall keep any swine within 300 feet of any dwelling.
No person who owns, harbors or has the custody or control of any dog shall permit such dog, at any hour of the day or night, to:
A. 
Be in any street or in any public place unless restrained by a chain or leash not exceeding eight feet in length.
B. 
Be in any public park, playground or school property or on the property of another person without the consent of such other person, whether or not restrained by a chain or leash.
C. 
Defecate or dig on any sidewalk, walkway, driveway, public park, playground, other place where the public congregates, on school property or on private property without the consent of the owner of such private property. In the event that a dog defecates on any sidewalk, walkway, or driveway, it shall not be a violation of this section if the owner or person having custody of the dog promptly complies with § 141-4. An owner or person having custody of a dog may permit such dog to defecate in the street or gutter provided that the owner or custodian promptly complies with § 141-4.
D. 
However, § 141-3C shall not be applicable to a visually impaired person while actually using a guide dog licensed as such pursuant to the Agriculture and Markets Law of the State of New York and this chapter.
It shall be the duty of any person who owns, harbors or has the custody of any dog to promptly remove any feces left by such dog on any sidewalk, walkway, driveway, gutter, street, public park, playground or other public place or on school property or on private property without the consent of the owner of such property; provided, however, that this provision shall not be applicable to a visually impaired person while actually using a guide dog licensed as such pursuant to the Agriculture and Markets Law of the State of New York and this chapter.

No person shall own or harbor a dog within the village unless such dog is licensed with the Village Clerk pursuant to § 109, Subdivisions (1) and (2), of the Agriculture and Markets Law of the State of New York.
A. 
The fees for licensing a dog shall be as established by resolution of the Village Board pursuant to § 110 of the Agriculture and Markets Law of the State of New York.
B. 
No refund of fess shall be made once an application has been submitted to the Village Clerk.
No person shall harbor or have custody and control of a dog or other domestic animal without daily feeding and providing water to such dog or domestic animal and providing it adequate shelter from the elements. Such shelter shall be kept in a safe, clean and sanitary condition so as not to create a public nuisance or a health hazard.
A. 
Violations of § 141-1 shall be punishable as follows:
(1) 
By a fine of not more than $100 for the first violation;
(2) 
By a fine of not more than $250 or by imprisonment for not more than 15 days, or by both such fine and imprisonment, for the second or any subsequent conviction.
B. 
Violation of §§ 141-2, 141-3, 141-4, or 141-8 of this article shall be punishable as follows:
(1) 
By a fine of not more than $25 for the first violation;
(2) 
By a fine of not more than $50 for the second violation where the person convicted has been found to have violated this section or its predecessor within the preceding two years;
(3) 
By a fine not exceeding $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment, where the person convicted has had three or more such violations within the preceding two years.
C. 
Violation of § 141-6 of this article shall be punishable as follows: by a fine of not less than $25, except that where the person was found to have violated this chapter or its predecessor within the preceding five years, the fine may be not less than $50, and where the person was found to have committed two or more such violations within the preceding five years, it shall be punishable by a fine of not less than $100 or imprisonment for not more than fifteen days, or both such fine and imprisonment.
