A. 
All applications for a stormwater management and erosion and sediment control permit shall be accompanied by a fee, payable to the Village of Scarsdale, as established by resolution of the Village Board and identified in the Annual Village Fees and Charges Schedule.
B. 
Where deemed appropriate, pursuant to § 310-98 of the Village Code, the Planning Board may require establishment of an escrow account from which withdrawals shall be made to reimburse the Village for the costs of retaining qualified professionals to review plans and conduct inspections to ensure compliance with the requirements of the approved stormwater management and erosion and sediment control permit. The applicant shall be provided with copies of invoices for such professional inspections when they are available. After all pertinent charges have been paid, the Village shall refund to the applicant all remaining fund balances.
