A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
BATTERY CHARGING STATION
An electrical component assembly or cluster of component assemblies designed specifically to charge batteries within electric vehicles.

BATTERY ELECTRIC VEHICLE (BEV)
Any vehicle that operates exclusively on electrical energy from an off-board source that is stored in the vehicle's battery or batteries and produces zero tailpipe emissions or pollution when stationary or operating.

CURBLINE
The prolongation of the lateral line of a curb, or in the absence of a curb, the lateral boundary line of the roadway.
ELECTRIC CHARGING STATION
A public or private parking space that is served by battery charging station equipment for the primary purpose of transferring electric energy, by conductive or inductive means, to a battery or other energy storage device in an electric vehicle.

ELECTRIC VEHICLE
Any vehicle that operates, either partially or exclusively, on electrical energy from the grid, or an off-board source, that is stored on-board for motive purposes, including battery electric vehicles and plug-in hybrid vehicles.

ELECTRIC VEHICLE PARKING SPACE
Any marked parking space identified for use exclusively by electric vehicles.

HOLIDAYS
New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Election Day, Veterans' Day, Thanksgiving Day and Christmas Day.

NONELECTRIC VEHICLE
Any vehicle that does not meet the definition of "electric vehicle."

OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
PLUG-IN HYBRID ELECTRIC VEHICLE (PHEV)
An electric vehicle that:

(1) 
Contains an internal-combustion engine and also allows power to be delivered to drive wheels by an electric motor;
(2) 
Charges its battery primarily by connecting to the grid or other off-board electrical source;
(3) 
May additionally be able to sustain battery charge using an on-board internal-combustion-driven generator; and
(4) 
Has the ability to travel powered by electricity.
TRAFFIC SAFETY COMMITTEE
A committee established by the Village Manager to review and advise on Village-wide traffic safety matters. This Committee shall consist of representatives of the Village Manager's Office, Police Department, Public Works Department and other employees from time to time as determined by the Village Manager.
A. 
Unless otherwise provided, the Village Manager shall authorize the installation of traffic control devices when required, administer and enforce the provisions of this chapter, and may cause to install and maintain such additional traffic control devices as deemed necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
B. 
Any traffic control device authorized by the Village Manager shall consider the specifications and warrants identified in the most recent edition of the National Manual on Uniform Traffic Control Devices and New York State Supplement.
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article IX of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
A. 
Regulations in Schedules I, II, III and IV shall be adopted by the Board of Trustees or by an officer or agency authorized by the Board of Trustees to adopt such regulations in accordance with § 1603 of the Vehicle and Traffic Law.
B. 
Pursuant to § 1603 of the Vehicle and Traffic Law, regulations in Schedules V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XV, XVI, XVII, XVIII, XIX, XX, XXI, XXII, XXIII, XXIV, XXV, XXVI, XXVII, XXVIII, XXIX, XXX, XXXI, XXXII, XXXIII, XXXIV, XXXV, XXXVI, and XXXVII shall be designated by the Village Manager in accordance with the requirements of this subsection and the Vehicle and Traffic Law.
(1) 
All actions by the Village Manager pursuant to this section shall be taken after:
(a) 
Consideration of the volume and nature of traffic, the needs of the public for parking facilities and public safety and convenience.
(b) 
Consulting with the Village's Traffic Safety Committee and with such New York State, Westchester County and Village departments and agencies and others as appropriate.
(c) 
Publication as "Traffic Rules and Regulations of the Village of Scarsdale" in the official newspaper of the Village.
(d) 
Filing with the Village Clerk on or before publication.
(2) 
All rules and regulations, or amendments thereto, so published and filed shall become effective not less than 30 days after publication on a date stated therein, unless theretofore vetoed or suspended by resolution of the Board of Trustees, provided that, if the Village Manager determines that an emergency exists, such rules and regulations or any amendment thereof shall become effective on the date specified therein.
(3) 
Any order, rule or regulation or amendment thereof issued by the Village Manager pursuant to this section shall be subject to revocation or suspension by resolution of the Board of Trustees on appeal by an aggrieved party to the Board of Trustees at any meeting thereof held prior to the effective date of any such order, rule or regulation or at any time on motion of the Board of Trustees.
(4) 
All signs, markings and traffic control devices required by the Vehicle and Traffic Law of the State of New York in connection with parking and traffic controls contained in rules and regulations issued by the Village Manager pursuant to delegations of authority made in this section shall be posted by the Village Manager on or before the effective date of the rules and regulations requiring such signs, markings or traffic control devices, said signs, markings or traffic control devices shall be maintained for as long as the rules and regulations requiring them remain in effect.
