A. 
When any vehicle is parked or abandoned on any public highway or public parking lot within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or public parking lot upon which said vehicle is parked or abandoned and for such periods preceding or following any such public emergency as in the judgment of the Village Manager may be needed to prepare for or complete governmental operations relating to the emergency, then said vehicle may be removed by or under the direction of the Village Manager if, in his judgment, the presence in said location of the vehicle might interfere with the operation of or access thereto by any authorized emergency vehicle or snow removal or other public vehicle or equipment.
B. 
When any vehicle is found unattended on any highway or public parking lot or garage within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Village Manager.
C. 
When any vehicle is found unattended for more than 96 hours on any public highway or public parking lot or garage within the Village and where said vehicle impedes the flow of traffic, said vehicle may be removed by or under the direction of the Village Manager.
D. 
After the Mayor or the Village Manager declares a snow emergency or provides equivalent public notice as to any other emergency, any vehicle removed pursuant to § 290-46A shall be returned to its owner upon the payment of costs and fees as provided in § 290-44.
E. 
When any vehicle is found to have three or more outstanding or unpaid parking tickets and is parked on any public highway, off-street parking lot, public parking garage or property leased by, or in the possession and control of, the Village of Scarsdale, such vehicle may be removed under the direction of the Village Manager.
F. 
Any vehicle removed pursuant to § 290-46B, C, or D shall be returned to its owner in accordance with the provisions of § 290-44.
G. 
Any vehicle removed pursuant to §§ 290-46E or 290-20B shall be returned to its owner in accordance with § 290-47.

The Village Manager may arrange for the storage of any such vehicle at the expense of the owner. The owner or person in charge of the vehicle may have said vehicle released upon payment to the Village of Scarsdale of all outstanding violations, parking fines, towing charges, storage fees and any administrative charges. Such storage fees and administrative charges shall be set by resolution of the Board of Trustees.[1]

Abandoned vehicles shall be disposed of pursuant to § 1224 of the Vehicle and Traffic Law and the regulations promulgated thereunder. In addition, the Village Manager is authorized to convert unclaimed abandoned vehicles to Village use pursuant to Subdivision 6(a) of § 1224 of the Vehicle and Traffic Law.
