Rules governing the procedures of the Board
and the conduct of its business shall be proposed by a majority vote
of the whole Board at any regular or special meeting. The Chairman
shall fix a date, time and place for a public hearing on such proposed
rules. After such public hearing, the proposed rules shall be forwarded
to the Board of Trustees for its approval. At the next regular meeting
of the Board following approval of the proposed rules by the Board
of Trustees, the Board may adopt such rules by a two-thirds vote of
the whole Board.
The Board shall review its rules and regulations
at least annually.
