No more than one water meter shall be installed for each water service connection.
The Water Department will determine the size of the water meter.
A. 
Meters supplied by Water Department. Except for permanent meter installations requiring a two-inch or larger water meter, meters and meter couplings will be furnished, installed and maintained by the Water Department.
B. 
Cost of large meters. The cost of two-inch or larger meter installations shall be borne by the owner. The design of such installation shall include a valved bypass around the meter and a valved spur pipe on the house (outlet) side of the meter for test purposes. Such design shall be submitted to the Water Department for approval prior to installation.
Meters shall be located as close as practicable to the entry point to the building or structure of the water service pipe.
A. 
Where such location is in excess of 50 feet from the front (street) property line of the premises being served, the Water Department may require the meter to be set in a pit, vault or other approved enclosure near the front (street) property line. The cost of such pit, vault or other enclosure shall be borne by the owner.
B. 
Meter remote reading boxes and wiring thereto shall be located on the exterior of the building or structure being served, close to the water meter location. The Water Department shall determine the appropriate location of the box and the route for the attaching wire.
A stopcock or valve shall be placed in the water service pipe, close to and on the street (inlet) side of the meter. A stop- and waste cock shall be placed in the water distributing pipe, close to and on the house (outlet) side of the meter. No plumbing fixture or lateral branch of the water distributing pipe system shall be placed on the street (inlet) side of the meter.

After installation of a water meter, no change shall be made in the water service pipe except upon application to and approval by the Water Department.
B. 
Meter remote reading boxes shall be installed as required by the Water Department and the attaching wire shall be routed as necessary to permit operation.
C. 
The owner shall maintain and renew, when necessary, the pipe, valves and couplings of the water service pipe and water distributing pipe that connect to the water meter. Upon a determination, notice and order from the Water Department that repair or replacement is needed to conduct meter removal or installation, the owner shall make such required repairs or replacement. If the owner shall fail to initiate such repair or replacement within three days of said notice, the water supply to the premises may be discontinued until such repair or replacement has been completed and approved by the Water Department.

No person shall tamper with or remove any water meter, remote reading box or wiring thereto, couplings, associated equipment or sealing device, once such meter has been placed in service by the Water Department.
B. 
It shall be the responsibility of the property owner being served to make sure there is compliance with this section, or be subject to provisions of § A320-2.
A. 
A meter damaged by frost, heat or any external cause shall be repaired or replaced by the Water Department. The charges for such repair or replacement shall be borne by the owner of the property served. Such charges shall be established by the Board of Trustees. In the event of meter damage, the Water Department may discontinue water service until appropriate action has been taken by the property owner to avoid recurrence of such damage.
B. 
Damage to the meter remote reading box or the wiring thereto shall be repaired or replaced by the Water Department. The charges for such repair or replacement shall be borne by the owner of the property served.
In performance of their duties and between the hours of 8:00 a.m. and 6:00 p.m., Water Department personnel shall be permitted to enter premises receiving water service from the village for the purpose of recording the quantity of water used or for the removal, repair, testing or replacement of a water meter or to inspect the manner of water usage or to enforce provisions of these Rules and Regulations.

Inability to read meters. After two successive attempts, if Water Department personnel are unable to gain access for the purpose of recording the quantity of water used, the usage will be estimated on the basis of prior consumption during a comparable period, and any difference will be adjusted upon a subsequent meter reading.
B. 
Access to meters. Water meters and remote reading boxes, where such are installed, shall be kept unobstructed and easily accessible to Water Department personnel at all times.
All meter testing will be done by or under the direction of the Water Department.
A. 
Routine testing. Meters will be tested at regular intervals to determine their accuracy, and defective parts in improperly operating meters will be replaced at no cost to the property owner except where meters are damaged by frost, hot water or external causes.
B. 
Testing upon request. Upon request, meters will be tested in the presence, whenever practicable, of the property owner or his authorized representative. If the tested meter is found to register not more than 103% of the quantity of water actually transmitted, the owner shall pay a water meter testing fee in an amount established by the Board of Trustees.
If a water meter fails to operate due to damage or other cause, the usage will be estimated on the basis of prior consumption during a comparable period, unless the property owner produces evidence indicating abnormal usage during the period in question, in which case the Water Department will estimate the usage on such method as it deems equitable.
Water meters shall be operational before a certificate of use and occupancy may be issued.
