The office of Township Manager (the "Manager") is hereby created by the Township of Kidder (the "Township"), subject to the right of the Township, by ordinance, at any time to abolish said office.
The Manager shall be appointed for an indefinite term by the majority vote at a duly convened public meeting of the Kidder Township Board of Supervisors (the "Board"). The Manager shall serve at the pleasure of the Board and he may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Board shall furnish the Manager with a written statement setting forth its intention to remove him.

The Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to the duties of his office as herein outlined. The Manager need not be a resident of the Township or of the Commonwealth of Pennsylvania at the time of his appointment, but during the tenure of his office he may reside outside the Township only with the approval of the Board. If the Board fails within a reasonable time, not to exceed 90 days after the appointment, to approve the Manager's residence outside the Township he must immediately become, and during his tenure remain, a resident of the Township. The Manager shall not be employed by any other employer during his term of office without a resolution in writing approving same by the Board. The Manager shall have no personal interest, direct or indirect, in contracts of the Township.
Before entering upon his duties, the Manager shall give a bond to the Township with a bonding company as surety, to be approved by the Board, in the sum of $25,000 conditioned upon the faithful performance of his duties, the premium for said bond to be paid by the Township.
The salary of the Township Manager and other privileges, benefits and emoluments of the office shall be fixed from time to time by majority vote of the Kidder Township Board of Supervisors at a duly convened public meeting.
The Manager shall be the Chief Administrative Officer of the Township and he shall be responsible to the Board as a whole for the proper and efficient administration of the affairs of the Township. The powers and duties of administration of all Township business as delineated in a job description to be adopted by a majority vote of the Board at a duly convened public meeting shall be vested in the Manager. The Board shall have the right to alter and/or amend the job description by majority vote at any duly convened public meeting. The powers and duties of the Manager shall include, but not be limited to, the following:
A. 
He shall supervise and be responsible for all Township Administration and work activities, including but not necessarily limited to roads, drainage, water system, sewers, public safety, engineering, zoning, signs, building codes, and refuse collection and disposal.
B. 
He shall prepare for approval by the Board personnel regulations and personnel grade and pay scale plans and shall from time to time make recommendations for their modification.
C. 
He shall prepare and submit to the Board, before the close of each fiscal year, a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Manager shall obtain from the head of each department, agency or board, or any qualified officer thereof, estimates of revenues and expenditures and such other supporting data as he requires. The Manager shall review such estimates and may revise them before submitting the budget to the Board.
D. 
He shall be responsible for the administration of the budget, after its adoption by the Board, and shall recommend revisions therein if these are deemed advisable during the year.
E. 
He shall, in conjunction with the preparation of the yearly budget, develop long-range fiscal plans for the Township, such plans to be presented annually to the Board for its review and adoption.
F. 
He shall keep the Board informed as to the conduct of Township affairs; submit periodic reports on the condition of the Township finances and such other reports as the Board requests; and make such recommendations to the Board as he deems advisable.
G. 
He shall submit to the Board, as soon as possible after the close of the fiscal year, a complete report on the finances and the administrative activities of the Township for the preceding year.
H. 
He shall attend all public meetings of the Board and any other meetings if requested by the Board.
I. 
He shall prepare the agenda for each meeting of the Board and supply facts pertinent thereto.
J. 
He shall see that the provisions of all contracts, franchises, leases, permits and privileges granted by the Board are observed.
K. 
He shall see that all money owed the Township is promptly paid and that proper proceedings are taken for the security and collection of all the Township's claims.
L. 
He shall purchase in accordance with the provisions of the of the Second Class Township Code and only as authorized by the Board, all supplies and equipment for the agencies, boards, departments, and other offices of the Township. He shall keep an account of all purchases and shall, from time to time or when directed by the Board, make a full written report thereof. He shall also issue rules and regulations, subject to the approval of the Board, governing the procurement of all municipal supplies and equipment.
M. 
He shall properly maintain and account for all property and equipment owned by the Township and he shall not dispose of any property without the approval of the Board, except for normal depletion and wear and tear.
N. 
He shall cause a file system to be set up for the Township, subject to the approval of the Board and the provisions of the Second Class Township Code, to maintain adequate historical, documentary and working records for Township purposes.
O. 
He shall insure that all reports required by law to be filed with various departments of the Commonwealth of Pennsylvania or with the governmental agencies of the United States are properly prepared and in sufficient time to be reviewed by the Board in its committees before being submitted to said departments and agencies.
P. 
He shall be cognizant of regional, county, commonwealth and federal programs in which Township participation is possible and perhaps desirable and should bring these to the attention of the Board with such clarifying information as it may require to determine if the Township should participate in these programs.
The Township Secretary, Treasurer, Solicitor and Engineer, and other professional persons on retainer to the Board will not be subject to the jurisdiction of the Manager. It is expected, however, that these persons will serve the Manager in like manner as they would serve the Board, provided the instructions are not conflicting. The Board will have charge of the retaining of services of such persons and in general will have first preference in directing their activities in behalf of the Township.
If the Manager's position becomes vacant, the powers and duties of the Manager shall either revert to the Board of Supervisors and such of their members as the Board shall direct or the Board shall designate an Interim Manager until such a time as a Manager shall be qualified.
