All streets and alleys shall be named by the Council, and all streets shall be plainly marked at the intersection with other streets, with the name thereof posted upon the corner building or upon some other erection, and all buildings shall be designated by a number. On streets running north and south, buildings shall be numbered from Market Street in each direction, and buildings on the east side of such street shall have odd numbers and on the west side even numbers. On streets running east and west, buildings shall be numbered from High Street in each direction, and buildings on the north side shall have odd numbers and on the south side even numbers. One hundred numbers shall be allowed for each square.

The Secretary of the Council is hereby authorized to designate the proper number of a building fronting upon any street, subject to the control of the Council when objections shall be made to the number given by him, and it shall be the duty of the owner of any building to place the proper number in a conspicuous position upon the building. The Council shall have the right to change the number upon a building in any square whenever it may deem such a change desirable and require the owner thereof to place thereon the new number.

Any person who violates or permits the violation of any provision of this chapter shall, upon conviction thereof in a summary proceeding brought before a District Justice, be guilty of a summary offense and shall be subject to the payment of a fine of not less than $25 and not more than $600, plus the costs of prosecution. Upon default of payment thereof, the defendant may be sentenced to imprisonment in the county prison for a period of not more than 30 days. Each section or provision of this chapter that is violated shall constitute a separate offense, and each day or portion thereof in which a violation of this chapter is found to exist shall constitute a separate offense, each of which violations shall be punishable by a separate fine imposed by the District Justice of not less than $25 and not more than $600, plus the costs of prosecution, and, upon default of payment thereof, the defendant may be sentenced to imprisonment in the county prison for a term not more than 30 days.
