A.
In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on the highways or portions of the highways named in § 104-82A of this article, the Mayor, in his discretion, may declare an emergency due to such hazards.
B.
In order to facilitate the movement of traffic and to combat the hazards of excessive snow on the highways or portions of the highways named in § 104-82B of this article, when snow accumulations reach and/or exceed four inches on the highways or portions of the highways named in § 104-82B during any snowfall, parking is automatically prohibited and a snow emergency shall be deemed to exist.
