There is hereby established a Consumer Advisory Commission, which shall consist of 19 members, which members shall be a representative of the City Council; one representative from each of the following Departments of the City: Police Department, Fire Department, Health Department, Weights and Measures Department, Purchasing Department, Building Department, Water Department, Electric Light Department and School Department; and nine members of the general public. The members of the general public shall be appointed by the Mayor, one from each ward of the City, for a term of two years from the first day of April or until their successors are chosen and qualified.

The Commission shall conduct investigations and research into matters affecting consumer interests and education and shall advise and report the results of such investigations and research to the general public as well as to local government authorities and law enforcement agencies. The Commission shall submit an annual report to the City Council and the Mayor in December of each year and shall send a copy thereof to the Consumers' Council of the commonwealth.
The members shall receive no salary for attendance at hearings or meetings but shall be reimbursed for all necessary expenses.
