As of June 30, 1979 for effective and passed
budgets of community development:
A.
All line budget items shall be spent by their categories.
Any additional moneys necessary shall first be by the Mayor's recommendation
and confirmed by a two-thirds vote of the City Council.

B.
Contingency funds shall follow the same course for
any and all expenditures.
C.
The hiring of any and all consultants, engineers and
architects shall follow the same course of action; Mayor's recommendation
and a two-thirds vote by the City Council.

D.
The Director of Community Development shall present
the fiscal year's community development budget to the City Council
the same time he presents the City's fiscal budget.

E.
The City Council, on September 15 of each year, shall
receive, in writing, a status report from the Director of Community
Development on each of the economic tax incentives (TIFs) previously
approved by the City Council.
