The City Messenger shall serve all notifications, summons and precepts, the service of which is not otherwise provided for, issued by the Mayor, the City Clerk, the President of the City Council, the City Council or by any committee of the same and make due return of such service; shall notify all members of committees of meetings thereof when requested by the City Clerk or the Clerk or Chairman of any committee; and shall deliver all notifications to officers of the City, elected or appointed, except as otherwise provided.

C. 
Attend upon the sessions of the City Council and, under the direction of the committee or officers, provide such things as may be necessary for their accommodation or the accommodation of the committees while in session.[3]
