No building, wall or structure which is or may become dangerous to life or health, or which might tend to extend a conflagration, shall be allowed to remain on any land in the Borough of Madison, and every such building, wall or structure shall be removed or destroyed by the owner or owners of the land and premises affected thereby and upon which such building or structure may be located.

The failure of any property owner to destroy or remove a dangerous structure shall be remedied in accordance with the procedures set forth in §§ 113-4 through 113-10 of the Code of the Borough of Madison and N.J.S.A. 40:48-2.4 et seq. by the Housing Officer of the Borough of Madison whether or not said building or structure was utilized for residential purposes or was devoted to commercial, industrial and other uses.
