The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

No person shall park a vehicle between the hours specified in Schedule II (§ 185-30) of any day upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter, except as hereinafter provided:
A. 
Short-term overnight parking permission.
(1) 
The Madison Police Department ("MPD") is empowered to grant temporary emergency overnight parking permission due to an occasional guest, disabled vehicle, driveway repair, home construction or a dumpster being placed in a resident's driveway. Permission is granted one night at a time via submission of a completed online form on the Borough website. Overnight parking requests must be submitted before 2:00 a.m. to ensure that a summons will not be issued.
(2) 
MPD is prohibited from giving permission for more than five nights per vehicle per calendar quarter (January 1 to March 31; April 1 to June 30; July 1 to September 30; October 1 to December 31) and may not give permission for more than one night at a time.
(3) 
For short-term overnight parking, the resident must provide the vehicle's full license plate number, make, model, color, contact number for owner and the exact location where the vehicle will be parked. The vehicle must be otherwise legally parked.
B. 
Short-term overnight parking permission restrictions:
(1) 
Applicant must be a Madison resident; however, the application may be for a nonresident guest's personal vehicle.
(2) 
Overnight parking permission is only valid for the dates entered on the application.
(3) 
Overnight parking permission is only valid on private passenger vehicles only. Commercial vehicles, trailers and recreational vehicles are not eligible for overnight parking permission.
(4) 
The vehicle must be registered, insured and display current license plates.
(5) 
Vehicles must not be disabled or wrecked.
(6) 
All vehicles must be legally parked. Vehicles will not be granted permission to park in any "No Parking" zone, block fire hydrants or crosswalks nor block any driveway other than the resident who has applied for the overnight parking permission.
(7) 
All vehicles must be parked at the curbline in front of the applicant's residence. Corner properties may park on either street. If circumstances do not permit parking in front of applicant's residence, as a courtesy, the applicant shall notify the property owner of the residence or business that the vehicle will be parked along the front of the property. However, property owners do not have the legal right to deny permission to park on any public street. The MPD will not make this notification.
(8) 
All overnight parking permission is automatically rescinded during any snowfall and 24 hours thereafter or during other declared states of emergency or where temporary "emergency no parking" signs are displayed.
C. 
Overnight parking in school or private parking lots: MPD does not have the authority to grant parking permission at local schools or private property. Anyone wishing to park at these locations must obtain written permission from the school or the property owner in the case of a private parking lot.
D. 
Exceptional circumstances. In the event of unexpected, unforeseen or other exceptional circumstances, the MPD Chief of Police or their designee may use their reasonable discretion to grant limited exceptions to overnight parking requirements, on a case-by-case basis.
No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 185-31) of any day upon any of the streets or parts of streets described in said Schedule III attached to and made part of this chapter.

A. 
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 185-32) at any time between the hours listed in said Schedule IV of any day except Sundays and public holidays upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
B. 
The minimum penalty for any violation of this section shall be $30. Each additional and consecutive one- or two-hour period, as applicable, in which a vehicle remains parked in violation of this applicable time limit shall constitute a separate and independent violation of this section.
C. 
Subsequent violations:
(1) 
3 to 4 violations within 365 days: $45.
(2) 
5 or more violations within 365 days: $100.
