There shall be established by the Borough Council
rules and regulations for the operation of the Department which shall
set forth the means for the public to make application for and use
of water in the Borough of Madison and to provide for standards of
construction, maintenance and operation of the water supply and distribution
system and any additions thereto.
The constructions of all extensions and alterations
to the Borough water system shall be in accordance with the standards
of the American Water Works Association, as amended from time to time,
and shall be set forth in the rules and regulations of the Department
and be subject to inspection and approval by the Superintendent of
Public Works or his agent or any superior governmental agency having
jurisdiction.
