These bylaws shall not be amended except at
a regular meeting of the Joint Meeting. All proposed amendments shall
be submitted in writing at a regular meeting, read and referred to
the next regular meeting of the Joint Meeting for a vote on the proposed
amendments.
In all instances in which the Joint Meeting
shall be required to act in accordance with law for the purpose of
the operation and maintenance of the Joint Meeting, and where there
are no provisions in these bylaws for the procedure governing such
act or acts, the members acting as a municipal corporation shall have
full power and authority to act as if such power and authority were
vested herein.
